If you are unfamiliar with the way JV Brokering works...it is quite simple.  Master Brokers such as myself work on a fee base to promote products to our networks. Simply put we require a percentage off all of the sales from any of the affiliates we bring on (a second tier commission).  What this means is that in addition to your standard Affiliate Commission payout, an additional percentage typically 10% is paid out to a Broker who in turn promotes your product to their list of affiliates, promotes on their network and in most cases skyrockets your chances of bringing on some top level affiliate marketers and making more sales.  Not all brokers work the same and the percentage can range greatly.  Some Brokers require up front fee's to promote.  This is all worth its weight in gold if you are looking for some superstars...or super affiliates.

Additional services may be offered such as affiliate management, JV Management, back office support and launch management.  These services are typically paid on a fee basis. 

Consequently, brokers value each relationship they have with their partners and do not just promote anything.  These relationships have taken a long time to develop and are built on trust, ethics and professionalism. Therefore not all Joint Venture proposals are accepted.  This does not necessarily mean that the product is bad, it just means that it may not be the right timing.
